Webinar on the new Resilient Food Systems M&E System: Transitioning to GEF-7 results architecture

Summary

Bringing together Resilient Food Systems (RFS) representatives from country projects, Regional Hub partners and Implementing Agencies, this webinar will be the first in a series of virtual learning sessions scheduled for the second half of the year, which will collectively comprise the 2021 RFS Annual Workshop.

This session will present the new RFS monitoring and evaluation (M&E) system, including an updated M&E Plan and online platform, as well as provide an opportunity for programme stakeholders to reflect on the progress achieved so far towards transitioning to the GEF-7 results architecture.

Simultaneous interpretation between English and French will be provided.

Background

As per the Updated Results Architecture for GEF-7 approved in 2018 and the Guidelines on Core-Indicators and Sub-indicators updated in 2019, all initiatives approved during the GEF-6 replenishment, including the Resilient Food Systems and all RFS projects, are required to transition to the new GEF-7 results architecture (see links to key resources below). In particular:


For projects approved during the GEF-6 period, July 1, 2014 to June 30, 2018, that have not yet been completed, Agencies shift to core indicators and sub-indicators at the next available opportunity in the project cycle and are no longer required to submit tracking tools. For full-sized projects and programs that have received Council Approval during GEF-6, Agencies apply the core indicators and sub-indicators across any requests for CEO Endorsement submitted after July 1, 2018. For projects that have received CEO Endorsement/ Approval during GEF-6, Agencies apply the core indicators and sub-indicators at mid-term – if applicable – or project completion.

Upon being notified about this change, the Programme Coordination Unit (PCU) immediately initiated a comprehensive work of liaising with RFS stakeholders to update the programme results monitoring framework, as well as to support countries in the transition to the GEF-7 results architecture. Numerous exchanges were held in the last year with all RFS country project teams and Regional Hub partners to assess how GEF-6 indicators should be carried over under GEF-7, to cross-check assigned targets for core indicators for each country, as well as to rework the framing of indicators for the regional matrix in consultation with Hub partners.

This webinar will provide an opportunity for RFS country teams and partners to assess the results of all this collaborative work, as presented on the new Resilient Food Systems Programme M&E Plan and the online RFS M&E Platform (SmartME). The new programme results monitoring framework is no longer based on the GEF-6 Global Environmental Benefits, but on the GEF-7 simplified framework of eleven core indicators and associated sub-indicators spanning across five focal areas. With these changes, the Resilient Food Systems Programme strives to be well-positioned to significantly contribute to GEF’s ability to better capture, monitor, analyse and report on results.

Objectives

  • Discuss and clarify technical aspects of the GEF-7 results architecture and the GEF guidelines on core indicators and sub-indicators.
  • Recap the work conducted on M&E by the PCU with country teams since the RFS M&E Workshop in 2019.
  • Explain how the programme is transitioning to contribute to GEF-7 core indicators and sub-indicators.
  • Launch the new RFS M&E system, including the RFS M&E Plan and the GEF-7-compliant programme results monitoring framework.
  • Introduce the updated online RFS M&E platform (SmartME).
  • Link the tools and support offered by the Regional Hub with the monitoring requirements of core programme indicators.
  • Identify remaining capacity gaps at country level.
  • Confirm next steps to be pursued at regional and country levels to ensure a successful transition to the GEF-7 results architecture.
